Gremlin Briefing Control

Each row is one briefing module. Enabled controls whether it appears on the live briefing page at all. The ▲▼ buttons set the order modules are shown in — top of this list renders first. Modules marked PLANNED don't produce any data yet, so toggling or reordering them is a no-op until they're built — safe to leave on. AI Inspect doesn't do anything yet — it's a config flag for a future "Gremlin Diagnose" pass that will run an LLM look at a module's error/warn items, gating which modules that's allowed to touch. Off by default on every module. Changes apply on the next briefing render (cron or manual re-run), no redeploy needed.
